With the specter of war looming over every civilized planet in the galaxy at any given moment, the defense of military and non-military units alike take precedent among tasks for possibility planning teams across Imperium space. According to the decrees of the Universal Daemun Church, all planets within the Imperium sphere of influence shares an equal amount of importance regardless of use, production or standing. As such, each world is thus deserving of an equal amount of defense for its native population, military or civilian, without notation for its importance to the Imperium as a whole. This decree was made so important not because of its obvious lack of exception to construction worlds or areas of government, but rather due to its placed importance on the people of the Imperium, making no distinction of the worth of the life of a civilian over that of the life of a military officer or government official.
In the past these defenses were accomplished with the use of planetary shields and vast system wide weapons and mobile technologically superior fleets. In recent times, although, this has shown to not be as possibly reliable in completion to civilian (non-military) populations. This was measured as being so due to the fact military personnel were typically more sheltered and defended in their trenches and bases of operation, while the typical civilian would be trapped in the open when a shield might fail or the planets defenses breached. This weakness and oversight of the defense system to oversee the protection of all planetary inhabitants has recently been corrected by the development of the <b>Unity Defense Grid</b>.
The logistics of a planetary evacuation are so tedious and impossible that the idea was dropped as quickly as it was considered. The loss of any world in the Imperium's sphere of influence has never, and will never be, tolerated; so, in accord with both Military planning committees and Civilian safety commissions a way was developed by which the non-combatant members of a planetary population might remain safe and protected while the military units fighting to protect, defined or retake the world might do so without fear of harm coming to innocent forces.

The first stage of the Grids planning involved deep core mining, to tap into planetary cores for sanitation and energy uses. The installation of planetary core heat pumps allowed for generators to run off geothermal power as well regulate the temperature flow of the core allowing the run-off to be released harmlessly back into the planet itself. This allows the core to act like a giant heat storage battery. This taping of the Core also allows a constant and effective waste disposal system for the Grids more discrete operations. By building core waste dumps, the Grids pollution control can include disposal of wastes via carefully-designed and built dumps. These dumps are built to allow waste products to be shuttled into the mantle and core of the planet, where the extreme heat and pressure reduce the waste into more basic. clean forms and disperse it into the mantle.
The next step in this grid effort involves a synchronous harmonic construction effort on multiple worlds in Imperium space. Directing architects to minimize impact by designing the project with the existing terrains potential in mind, and conversely to select building sites with the most pre-existing potential in supporting the projects required capabilities. These constructions involve the digging out of massive areas of space ten kilometers under the surface of the planet. This distance was determined as the maximum safe distance under the surface achievable, while inside the safe distance of the effects of a recorded <b>Base Delta Zero</b> operation. These excavations resemble hemispherical cut-outs sizeable enough to fit a large city, and are duplicated at equidistant measure across the planets surface. Each of these chambers is connected to all major population centers in the area of its reach via any method possible (covered later in this R&D).
Each of these chambers are then sectioned off into four distinct subsections, each separated via a twenty meter wall of solid earth, of which are: Defensive, Sensory, Infrastructure and Civil. The Defensive Subsection is composed of nothing more than Damper Fields, which do not show up on a scan looking for shielding. These damper fields merely hold the chamber walls against impacts against the surface which might crush the walls in on the chamber itself. A smaller subsection of the Defensive section is the complete physical isolation of the chamber from the surface (Covered in the explanation of Infrastructure). The Sensory Subsection covers those monitoring methods available to the civilians inside the chamber to be able to scan the surface without being detected via their own scans. Chief among these scanners is the Refractive Interferometer, which combines several types of ordinary scanners to monitor local radiation sources as well as detecting unusual particle emissions. This system detects the presence of unaccounted-for weapons systems (namely those on inbound hostiles) at considerable distances. A less important system can be considered the Bioorganic Monitoring stations, able to detect and track life forms on the planets surface; originally meant to track those left behind, it is also able to track hostile movement on the planets surface as well.
Inside the Infrastructure layer of the chamber is contained the mechanisms of: Communications, Power, Sanitation and Transportation. Chamber to chamber communications has been deemed necessary for long term deployment, as such underground cable systems with existing and future needs in mind, and allocating wireless and subspace frequencies into segments with fixed uses, the communications needs of each chamber are met. Power, as previously discussed, is met with the planets own geothermal sources to provide an unending, natural fuel source. Sanitation, as also covered, meets all possible needs of the chambers civilians. Transportation is one of the most important parts of the chambers Infrastructure, as it not only allows movement from chamber to chamber, but from surface to chamber. These transportation sites are designated as either hyper railways or mass gravlifts on the planets surface, in all major (and surrounding) population areas to allow maximum possible civilian evacuation in the least amount of time possible. These systems are meant to allow almost everyone on the planets surface to reach safety before a period of lockdown begins. When total evacuation (or maximum available evacuation) has been attained, the tunnels leading to the chambers themselves will react, and then only be open able again from the chambers themselves. A system of self-guided assemblers coats the tunnels leading to the chambers, for the purposes of constant repair and defense. For defense, the assemblers will quickly double up themselves using the tunnels walls to seal off the tunnels completely, much like filling a hole back over with artificial dirt.
A final few adjustments have been made to the grids design, these being Daemun in nature. Firstly, a Daemun Gate has been installed into the center of the Grid system, to allow Daemun reinforcements or repairs into the Grid when needed or necessary. An assembler network has also developed a livable city network in the grid to give long term civilians a life while they are forced to stay below the surface, this is also the system that would recycle the air indefinably and create food where necessary.

OOC: This system is basically designed to evacuate 3/4's of a planets population into safe zones deep under the planets surface within fifteen minutes of shots fired status. Basically just a way to keep civilians safe and away from the fight.
