Just a fancy way of saying "Jamming". It's the exact way scanning works. It would be detectable as well, because it's basicly a counter scanner. You can detect scanner wave-lengths, and if this is on the same wavelength it will be detectable.
The XP-32 'Illusion' Stealth Sensor Unit is not a sensot, par say. It rather emits an undetectable pulse on the same wavelength as scanners, thus interfering with them and making a precise target lock virtually impossible.
So it does draw power; albiet not very much. It was the stealth armour plating that didn't.
Explain the [i]Illusion[/i] Sensors further. I don't understand how it can draw no power, yet make a target lock impossible and even going as far as being classified as a sensor. In my experience, most sensors need power to work.
It's in the description... your basic outer layer of stealth armour. And I think there was something else, but I can't remember for the life of me what it was... it's all in the site, though.
I think your failsafe system is a little far fetched. Here's the deal, you may keep the failsafe system, however, after the EMPRESS is fired, the cloaking attributes (device and skin) are deactived for one post to account for the enomrous amount of energy required for such a blast.

I've added another component to the stealth package, it draws no power, though. Other than that, your "deal" is fine.
