Note On Cloaking Devices and Utilities (Pro and Anti)
It should be noted that the R&D staff will now take a very keen eye into the moderation of cloaking devices or anything involved in this stealth technology. People seem to think it is a flawless design from heaven.It really is not. Most cloaking devices are actually horrible pieces of equipment that need tactical geniouses like Thrawn to manuever properly. Others are so expensive most of you probably shouldn't even have them.
So we shall be very strictly moderating your R&Ds and your role plays with these technologies.
The R&D staff does enjoy the creativity of these, but they do not like this creativity becoming god moding or too excessive.
So keep these in mind with your RPs AND your R&Ds.

I wouldn't say HDE and TNO are the main users of cloaks. Black Hand is definetely up there we have a hell of a lot of cloaked ships.

HDE and TNO are the main users of cloaks, and both are powerful and hold several worlds. BHG... well, there's always an exception.

Cloaks do require moderation, and ships should not be allowed to simply have a cloak. There do have to be sacrafices to do so. In theory, only ships designed to be cloakable, and those are not often attack craft, should be able to use them.
