After the trafficking infraction in the Jutraalian system, one working model of the Twilight-Class Gunship was seized, thus paving the way for a new wave of technology of both tracking and using stealth warships.
Jutraalian technicians, focusing entirely on ships to defend Jutraal, had never adventured into the deep, cloaking expedition. However with the theft of a new Gunship, Professor Arayk took up the counter-design team, perfecting the Twilight design in the Twilight-Class II Stealth Gunship design.
Using Stygium Crystals provided by an anonymous source, the craft is no longer double-blind, and is fully capable of watching and destroying Imperial forces without the need of decloaking.
However this has come at the expense of shields and a self-destruct device. While the cloak is activated, the shields are totally washed away, and due to its inhumanity, Emperor Fearsons ordered the removal of "chemical destruction devices".
Its shields are also slightly better since the way was cleared for such.

[u]Starships of the Galaxy[/u], a supplement of the Star Wars d20 Role Playing Game, describes the Stygium cloak as "folding space" around the craft. Either way, it is neither here nor there as each cloak-capeable R&D will be individually scrutenized (as well as every other project).
And yes, the Marvel comics are considered "EU" but, on the outer-limits there-of. I would not suggest using them for referance here at TRF as it always breaks down to cannon (or logic) when debating.

Well the Tarkin is "officially" Expanded Universe although everything that's in the Marvel Comics is both questionable as well as a load of crap IMO but anyway...
There's 2 reasons I think that the Stygium Cloak only works on sensors and not the naked eye...1: In the movie Darth Maul apparantley had it active when he was landing on Tatooine and we could quite clearly see his ship. Whether or not this was just so that the viewers didn't see nothingness landing or it was because the Stygium Cloak only works on sensors I am not sure on. But anyway...2: In the CUSWE it says that Stygium Crystals work hide things from ship's sensors and security (although I do not know what the latter entails) and doesn't mention anything about it working on the naked eye...I could be wrong however...everyone is wrong sometimes...

For one; though Aeten II may have been blown away in one potentium, it still exists at TRF. Rules, rules, rules...
Two: Stygium Crystal Cloaking Devices are suspect in their very nature. One resource would have you believe one thing while another would have you believe something completely different. Thus, the implemenation of any such cloak will require a thurough description of it's function.
Three: The 'Tarkin' is hardly legitimate Expanded Universe material, at best it could be considered "Beyond" Star Wars. As such, it's interactions in the galaxy (highly suspect) are widely regarded as bologna... Much like the Coruscant Death Stars.
Four: Aeten II is considered to be the only source for Stygium Crystals in the TRF galaxy and, as such, Black Sun has a sole monopoly on the market. The ammounts which they can produce are left to staff rulings. I see no reason, however; that expanding RP's can't be done which encompase another resource for the substance but, again, I'd leave that to the higher-ups.
Thank you for finding all of that, it's definate food-for-thought. Keep it up, it's always useful to have helpful (though respectable) people around.

Just felt like including a quick comment about Stygium Crsytals...it wouldn't be possible to create a large ammount of these ships as Stygium Crystals are rare to procure and also the planet they're from is blow 2 crap by the Empire (in the real SW Universe at least) Here's what I got as far as locations go for Stygium Crystals in The CUSWE...
Aeten II
This highly-volcanic, tectonically-active planet is the only known source of stygium crystals. The planet was destroyed during the height of the New Order when Grand Admiral Martio batch, searching for a source of stygian crystals with which to produce a fool-proof cloaking device for the Empire, blasted the planet into fragments with the superlaser installed on the Tarkin.
Dreighton Nebula
a spectacular nebula in an unimportant sector of the galaxy, the Dreighton Nebula was avoided by many space travelers. The nebula had been said to be haunted, and many ships that traveled through it mysteriously disappeared. During the last years of the Old Repunblic, the Dreighton Nebula served as a source of stygium crystals, used to create cloaking devices. Years later, Ru Murleen discovered an Imperial weapons research station there, and found that the Empire was responsible for the numerous missing starships.
Invisible Island
This was a legendary island of untold riches, a virtual paradise according to Mere legends. Located in the most remote part of the oceans of Maramere, the Invisible Island was guarded by the Haunted Strait. The existence of the Island was a secret which was jealously guarded by the Trade Federation during their occupation of the planet, for it was discovered that the Island was made up almost entirely of pure stygium crystal. Lord Toat and his Neimoidian cronies hoped to use the stygium crystals to develop cloaking devices for Federation warships, but their plans were thwarted by Sol Sixxa and Nym.
So...as far as I can tell from those...they're originally from Aeten II, which is blown up, there is a stocpile of them on Maramere on this 'Invisible Island', and there's also (somehow) some in a Nebula which I'm assuming means another stockpile of them on a spacestation or asteroid or something along those lines.
EDIT: Oh yeah, and as another note, the Stygium Cloaking Device only renders ships invisible to sensors, they can still be seen by the naked eye.

Chadd has vaguely explained the source to me OOC and, it's perfectly acceptable assuming he can produce a thread that states as much. His desire to keep the source private is a valid one providing that it is legitimate. However; if called upon, OOC, to identify the source you should comply... just be sure everyone involved knows and understands that you're talking OOC... strictly.
