When the Observer Order was started up technicians among the order immediately began designing a Training Vessel to carry the Observers from planet to planet, possibley to recruit new people into the order. In keeping with the Observer's defensive nature the Training Frigate has no offensive weaponary but has plenty of disabling weaponary so that the vessel can disable any attacking craft. It is also equiped with advanced sensor equipment including the DER & Hyperwave Signal Interceptor
Along with the numerous disabling weaponary on the frigate, there are also several shield generators, half of which are designed to repel lasers/missiles with the other half being designed to repel any ion based attacks ((if you look at the essential guide to weapons and technology, it states that shield generators can be reconfigured to be used against ion canons at the expense of being useless against anything else.)). This secondary 'Ion Shield' can not be activated at the same time as the regular shields however, it requires that the primary shield be shut down (1 post) and then the power must be transfered into the 'Ion Shield' (another 1 post). This action takes quite a short time (2 posts total) to accomplish however and is an unexpected move as not many being know of its use. The frigate is also equiped with a small backup shield which would not really last very long against a prolonged attack but is merely used to escape battle if it has to be used.
The Training-Class Frigate is also equiped with 2 forms of stealth equipment, one being the Imperial Double-Blind Cloaking Device which is used on many of the Observers other craft, which will render the ship completely invisible to all sensors bar the CGT device but also means the ship itself will be blind.
The other form of stealth equipment is the Vanish 2 Sensor Mask which simply renders ships invisible to sensors while staying in visible range perfectly well. It is often used so as to escape target lock from enemy missiles/turbolasers, although there are not many other practical uses.
The ship is also equiped with a powerful hyperdrive unit, capable of acheiving x0.75 past lightspeed while also being able to get through most interdiction field by use of the HIMS system. The backup does NOT have a HIMS system.
The interior of the Training-Class Frigate is used primarily for the training of Observer Jedi, having internal training rooms, sleeping quarters, mess halls, medical facilities (equiped with bacta tanks), and storage facilities for Lightsabers, various forms of crystals for Lightsaber construction, cortosis ore for the Jensaarai being trained and also provisions for the mess halls/medical facilities. Each frigate will also have a library which has information about the Observer Order, the other orders which the Observers consist of, and various information about planets/species etc.
To round off the exceptional specs of the ship, the technicians also tried their best to make the Hull design unique among the ships of the galaxy and have done this extremely well.

Ok...shields are changed...hope that's alright now...

Right you are. I have no choice but to approve the DER.
I want, right now, to lodge my complaints against this. Indeed, the site mentions that a X-Wing can mount a DER, however; it fails to explain what a DER is, as well as failing to detail its capabilities. The information I have on the DER is contrary to the idea. So, while I will approve the use of this technology, I would like my objection noted.
The shields will be approved the moment the two post stipulation is included into the R&D document. The weapons look fine. Good jod.
Approval is granted upon the notation of the above mentioned sitpulation.
Good work.
(I'm good at sounding offical
Mwah!)

It's the official Star Wars site that says the X-Wing as a DER...go here if you want but I'll quote it anyway...
The nosecone contains the primary sensor array, consisting of a Fabritech ANs-5d "lock track" full-spectrum transceiver, a Melihat "Multi-imager" dedicated energy receptor and a Tana Ire electrophoto receptor. An alternate configuration typically contained a long range Phased Tachyon Detection Array model #PA-9r, and a short range Primary Threat Analysis Grid model #PG-7u.
Ok...well I'd like to have both of them and I'll do the 2 post thing to change them...I've reduced weapons quite a bit...see if you think it's ok or if it still needs to be reduced...

You'll have to link that information here please. The resources I have ( Namely the, Imperial Sourcebook by West End Games ) state otherwise. If your referance is from a vide-game, I'm afraid I'll have to stick with my sourcebook... unless of course, another mod approves it.
The Shields are a simple and plain no. I might allow you to have both but, neither could function at the same time and it would require two posts to drop one shield and activate another. That, or give them their own slot.
CGT, gone. This is now a double-blind ship. (As per all cloaks, one post to cloak, one to decloak)

Okz...will reduce the weapons accordingly...afraid I'm not taking off the DER (I found out from starwars.com that the X-Wing uses one so unless there's another reason apart from it requires too many people, which it doesn't, then I wont remove it...)
It is gonna move about and have no escort (apart from the fighters it holds) as it will be gonig to other planets to try to find recruits for the Observers...looking for any Force users really...
Would it be possible to change the shields to 2 separate generators that can't be activated at the same time but can be switched between in a matter of seconds? So if someone was firing at the ship with Ion's then the Ion Shield could be active but when they're firing at it with lasers/missiles then it could quickly be changed to that mode as well?
And seeing as I've taken off the CGT the ship will be completely double-blind...so if that's ok then I'd like to keep the cloak...
I'll change the backup hyperdrive to a x12 just now...

First, forget the idea of creating Star Trek like ships. Most of the mods dislike the mention. It follows the lines: If you want to play Star Trek, find a Star Trek forum. This is Star Wars.
Training ship? Okay. Here we go.
I'm going to ask that you loose the Interdictor Inhibitor simply because it does not fit with the idea of a training ship... unless it was designed to move abroad and run without escort. If that's the case, then keep it. If not, please loose it.
You currently have 45 weapons emplacements. Please reduce this about 10 emplacements. About. (I'm exempting the probe launcher)
Again, I have to ask that you loose the DER. That, or boot your crew numbers and reduce evenly.
I'm going to say an over-all no to the dual-shield system now. Refer to the new rules. I agree but, Courscant is a different matter entirely. Planet vs Ship scale.
I'll let you keep the cloak, if you really want it but, I'll be enacting a longer R&D/build time per ship. If you wish, this can be negated by leaving the ship actually 'double-blind'... Make sense?
Hyperdrive: If you want .75, please do reduce the backup to x12-14.
Other then that, everything looks good.

Lol...sorry...It's original purpose is a training ship...but I got told by Vonta that the Observers are very defensive and recon (I was told to make it sorta Federation-like from Star Trek)
Which weapons would you like me to take off? The Twin Light Ion's are like the Y-Wings so I thought that a lot of them could be mounted as they don't draw much power really but oh well...
The Ion Encumberance system doesn't draw much power...it's an older, less powerful Ion system than the Ion Cannons...I jus like it lol
I'll take the CGT off...was expecting to lose that but was worth a try to get 1 on the ship...handy things those...
The HIMS system (as I've been led to beleive) is actually rather small and doesn't require all that much energy...it was used in the Bakurans 400m ships and they were quite powerful in all other areas as well...
I'll lower the shield ratings but if your needing explanation of the Ion Shield itself then that's in the Essential Guide To Weapons And Technology...I can quote it if you like? Unless your meaning that I can't have 2 shields active at once...for this I would like to point to Coruscant (Yes, I know, a planet) which has 3 shields active at all times...they overlap...but I didn't wanna do that...
Didn't know that about the DER...(I can't actually remember why I put it in at the time) but I'll look it up again and if I do still want it then I'll keep it n remove something else but if I don't then I'll remove it...just give me time to look up on it again k?
Speed will be reduced...will 20 MGLT be ok? (The same speed as a Bakuran 400m ship) The atmospheric speed I'm not really bothered about making it less...the ships wont be used ni atmosphere much anyway so just tell me a speed to reduce it to...the Hyperdrive I'd like to keep at x0.75 but will reduce to x1 if you want me to...and reduce the backup to x12...
If you look at the pics (link is in the name) then you'll see the design of the ship...I thought that it would be able to take all of those fighters/crew etc...but if you think it can then I can reduce the Squadrons to 2...or 1 if need be...
Sorry again for doing this to ya lol...I'll just edit it n reduce all I've said I will

Expect MAJOR reductions.
First, things first.
Loose the Crystal GravTrap sensors. Rare assets will require an in depth description of exactly how they are aquired and applied. Loose or, explain.
Pick a purpose. Cloak? Sensor-Ship? Command? Training Center?
If you honestly want all those weapons, I'll need a serious increase in size.
Dedicated Energy Receptors were used, unless I am mistaken, aboard the Imperial Torpedo Sphere. It also demands a large complement of operators to modulate and corrolate the operation of the sensor array. Loose it, or else loose back in other areas.
Loose the Hyperwave Inertial Momentum Sustainer or else loose back in other areas.
Interesting concept for the double-shield. Give it an R&D slot all to itself, and maaaaybe we'll consider it. As it is... No. Unless of course I'm missing something, if so, provide acceptable referances, please.
All speeds will need to be reduced.
All ratings pretaining to Hull,Shields and, backup, will have to be reduced.
The uber-ness of this ship prevents me from further comment. I'm totally unsure what goal you have for this ship but, if it is indeed to be a trianing ship, just say and I will advise my reductions as so.
Here we have another potential Shroud/Twilight situation. I am requesting that this R&D be postponed until it is adjusted properly.
You have so many systems, weapons and, rare technologies aboard this ship, it's amazing. How does it manage to power half, let alone, all of these? Where does it mount all of these while still having room for crew... and fighter squadrons?
This is just...
