When the Observer Order was started up technicians among the order immediately began designing a Training Vessel to carry the Observers from planet to planet, possibley to recruit new people into the order. In keeping with the Observer's defensive nature the Training Frigate has no offensive weaponary but has plenty of disabling weaponary so that the vessel can disable any attacking craft. It is also equiped with advanced sensor equipment including the DER & Hyperwave Signal Interceptor

Along with the numerous disabling weaponary on the frigate, there are also several shield generators, half of which are designed to repel lasers/missiles with the other half being designed to repel any ion based attacks ((if you look at the essential guide to weapons and technology, it states that shield generators can be reconfigured to be used against ion canons at the expense of being useless against anything else.)). This secondary 'Ion Shield' can not be activated at the same time as the regular shields however, it requires that the primary shield be shut down (1 post) and then the power must be transfered into the 'Ion Shield' (another 1 post). This action takes quite a short time (2 posts total) to accomplish however and is an unexpected move as not many being know of its use. The frigate is also equiped with a small backup shield which would not really last very long against a prolonged attack but is merely used to escape battle if it has to be used.

The Training-Class Frigate is also equiped with 2 forms of stealth equipment, one being the Imperial Double-Blind Cloaking Device which is used on many of the Observers other craft, which will render the ship completely invisible to all sensors bar the CGT device but also means the ship itself will be blind.

The other form of stealth equipment is the Vanish 2 Sensor Mask which simply renders ships invisible to sensors while staying in visible range perfectly well. It is often used so as to escape target lock from enemy missiles/turbolasers, although there are not many other practical uses.

The ship is also equiped with a powerful hyperdrive unit, capable of acheiving x0.75 past lightspeed while also being able to get through most interdiction field by use of the HIMS system. The backup does NOT have a HIMS system.

The interior of the Training-Class Frigate is used primarily for the training of Observer Jedi, having internal training rooms, sleeping quarters, mess halls, medical facilities (equiped with bacta tanks), and storage facilities for Lightsabers, various forms of crystals for Lightsaber construction, cortosis ore for the Jensaarai being trained and also provisions for the mess halls/medical facilities. Each frigate will also have a library which has information about the Observer Order, the other orders which the Observers consist of, and various information about planets/species etc.

To round off the exceptional specs of the ship, the technicians also tried their best to make the Hull design unique among the ships of the galaxy and have done this extremely well.

It has the sensor equipment 'cause it's also for exploration/some recon duties...some of the other stuff mainly just to avoid battle and the weaponary just in case it does actually enter battle...

It was considered by many historians to have been the forerunner to the Death Star space station. Known as a DER, this system was accurate and effective at locating navigational beacons, comlink transmissions, and lasers, provided that the sensor operator was skilled enough to sort the real data from the less-crucial information.

I had always taken the DER system to be quite large. It was the sensor system used by Torpedo Spheres to study planetary shields and find their weakspots.
