Commentary
This vessel was designed specifically to be the backbone of the Sovereignty Navy. The Bird-of-Prey is designed to be cheap and easily produced, and is designed to replace the heavier ships. They are the the deciding force in the ORS navy.OOC - I removed the cloak. I will add it on in a seperate R&D at a later date.

So how exactly does the device work? From what you're saying, it's the same general cloak device as the one discovered by Grand Admiral Thrawn... but it's been modified "so the host ship’s onboard sensors were fully functional while the field is active."
What means have been used to modify it to make this possible? Certain crystals can do the job, sure, but they're limited to planets already controlled by groups (i.e. Aeten II, Kal'zon III).
Imperial-standard cloaks are double-blind; if it's not an Imperial-standard cloak how does it render itself invisible? Through use of, for example, mandalorian ore? Or some other method.
A greater explanation as to the logistics and design of the cloak (as opposed to its history and vauge comments about the modifications) are needed.

Meaning, what, exactly? We didn't use the Shroud out of consideration, but I don't ever remember being told specifically NOT to...
But then, I could just fail to remember that...

The Bird of Prey has 28 weapon emplacements, not 19...

You can't compare the Shroud to the Bird-of-Prey.
The Shroud has a total of seven weapons mounts (if I remember correctly). Four turbolasers, and three missile batteries.
This has six heavy turbolasers and six "super-charged" laser cannons. That's a big difference.
Also, our cloaking systems are vastly superior and draw less power.

I cut off the AT-ST Walkers and got rid of the 'Emissionless'.

Cut back, and cut back harshly, or drastically increase the size.
