As to the battledragons, an accord and ratification was reached after they were built, limiting them to those six.
Also, if we want to get picky, Lupercus would be more than able to turn the plans over to TNO. Although he hasn't.

If the plans were to be found at Endor, then the Rebels would have picked them up. But the time of the Thrawn trilogy, there was no wreckage left in Endor's orbit.

They also never mentioned ISD IIIs in canon as far as I know. And if they were at Endor, then one may have been destroyed, leaving it possible that ORS got the plans.
Also, GC builds ships that were used by the Republic, I doubt any of our ships were never used by the Republic(unless they are an R&D)
