Franco Prussian, Actually. Generalmajor von Alsdorf devised a method to break French fortifications. Without fluff, it was a powder propelled javelin that would be shot into a wall and pulled.
It worked - once - but was impractical after machine guns came to pass. So when the Great War came, it was obselete.
He did win the Order of the Black Eagle for his innovation, though.

usually they are missiles. But you are correct. That is why this is specifically a warhead launcher, rather than a torpedo launcher

Umm Torpedoes are self-propelled. In nearly every book I've read say somewhere about Torpedoes changing course.
