TNO- Osiris Advanced Shield Array
The Osiris is designed to replace the shield engineer, and officer with quicker acting reflexes in response to imment threats. Linked directly to the ship's threat anaylazer, and sensors station, the Osiris will bring up to full power any shields that needed to be brought up when facing the current situation. In addition to this, the Osiris also has at it's disposal three rerouter stations, which allow it to reroute power either from one shield to another, or from other ship systems to the shields. Each rerouter can rerout 10% power from one system to a shield per post.This system was developed on Bastion by Scientist Enria Nymph.

Even then, the shield array eliminates the need of the shield crewer, and has faster reflexes than the command staff. If a ship pops out of hyperspace in a sneak attack, the instant it reverted out of hyperspace, the Messiah would have had the shields up.

TRF uses a three level defense system for ship stats. We have particle shields which protect from physical damage, ray shields, which protect from energy damage, and hull strength, as the last defense against both energy and physical.
Missiles, meteors, slugs, etc, are considered physical damage, while turbolasers, ION cannons, and the like are energy damage.
Ray shields are only on during combat, particle is always on, though perhaps at a lower power level as you said.

Well, no, not really. Deflector Shields are the primary deflection shields for micro-meterorites and the such. A thin line of shields are always online, but when a combat situation is occuring, full shields would be brought up.

Particle shields are always on when a ship is moving, otherwise damage could occur to the hull and windows from a micro-meteor, etc.
