Superweapons have a 98% chance of being denied, no matter how reasonable. If you're lucky, we could consider it given enough factors. Don't count on it.
There already is one, its on the Ssi-Ruuvi equivalent of the eclipse and as such, those are the only ways to make them (putting them on an equivalent vessel). Which also has to be approved by the staff, and I dont mean the R&D variety...
