Explanations:
RFCAS Quad Laser Cannons: The RFCAS designation is merely Rated For Combat Against Starfighters, meaning that this cannon is designed for use against starfighters, not capital ships.
Flechette Launchers: The Galatic Norm for missile defense, these launchers depress clouds of reflective shrapnel into the paths of incoming missiles, confusing some of the warheads sensors to either misidentifty the shrapenel as their target, and detonate, or else just detonate prematurely, taking out other missiles nearby. Long Range Strike: -50% numbers. Short Range Strike: -25% numbers.
Ship Description: The Sif'Kree skiff was first, and last seen, in the Hand of Thrawn Duology. The ship was seen above the Battle of Bothawui, as fast, lean warships. Although the ships played a minor part in the battle, the planet they came from played a pretty good part as one of a brush conflict. The Sif'Kree citizens produced a plant called a Pommwomm, used as herbal medicine, and spices. They held an annual shipment to get the plants to another planet, a manufacturing base, to process the plants. And they have to arrive before a certain time, or else the plant rots, and becomes useless. When the Sif'Krees dispatched their skiffs to Bothawui, another planet in a brush conflict with Sif'Kree sent several warships to try to spoil the annual pommwomm shipment, but this action was prevented by General Bel Iblis.
Ship Parameters:
There are no official, or unofficial stats for this vessel, so I made everything up as I went along, based on various facts in the book. First, it's obvious that it would be employed as a patrol vessel, and because of the pommwomm shipments, also as a convoy escort. For this reason, having a high amount of consumables for such a small ship makes sense. Also, because of it's designation as a Skiff, it probably has some cargo capacity, helping to carry the pommwomm plants it's self if need be most likely. Two of these ships fled like hell after being threatened by the Ishori before the battle began, imlpying good speed. Shields, and Weapons, I tried for something that would be good enough to discourage the pirates from attacking before they did, and something good enough that the Sif'Krees would feel safe with dispatching them to Bothawui. Shield, and Hull Ratings are slighly lowered, since no direct relations, or references are made with them. Hangar Capacity, starfighters are not likely, but no reason to not have shuttles for the patrol, and escort mission profile. And that's about it folks.

I couldn't find the excerpts that I was thinking of, but one example is that a pair of them were at Bothawui where they were occupying space for which some Ishori cruisers were headed for. Diamalan Ships came to intervene. The Skiffs held their ground. This kind of implies that the skiffs aren't helpless.
Earlier evidence indicates that the Skiffs were used to ward off attacks by rival goverments. When the Skiffs were deployed to Bothawui, that is when their enemies made their move, launching into the scene with 2 Kruk Battlewagons, armed with multipule turbolaser cannons, 4 Lancer class Frigates, and 30 Jompers Pursuit ships. It would seem the Skiffs would be able to take on these ships, if not, then why wouldn't the pirates attack earlier?

In his defense, when I ran the Ssi-Ruuvi there was a new fighter class in the books the Ssi-Ruuvi used there were no stats on anywhere online. What I did was take excerpts of the book regarding every bit of the specific fighter even in relation to other fighters, posted them here, posted my suggested stats and asked for a general conscensus...
