So...I'm thinking about creating another character...especially since Xen's IC situation doesn't allow for much interaction with a lot of characters that I'd like to RP with. So...any suggestions as to where I should go next?

Hmm yea...from everything I've heard, I've gathered TNO is the a*s kicking, no noobs allowed, awesome poster faction. So I'll stay away from there.

Oh they are active alright.
A lot of factions might seem inactive upon the surface, but you never know whats simmering underneath, some factions even prefer it that way.
A good barometer is what is going on in the battlegrounds.
My advice is to have a look at some RP's see which characters or stories intrigue you the most, then go for it.

Intergalactic "Hide and Seek" Champion
Compared to the massive, and sudden inflamation of GC activity, the Union might seem inactive... but as Seth said, there are often plots moving along at a slower pace, or somewhat under the radar.
