There really had never been any law either, with made it so attractive for those who were trying to hide from the regional forces of whatever government that occupied Coruscant.If you're going to write about the history of a world, take the time to look at it's history on TRF as well. There is a long succession of governments that have held Ord Mantell, which you blatantly ignore.
