If so I wanted to point out that I left a message on the Hapes board. I noticed that the last post to be made there was in April.

Lup is an interesting guy. He'll be here for a while and then vanish before returning later on and repeating the cycle. Currently he is vanished. So we have no clue when, or even if, he is coming back.

I don't think so. It, to the best of my knowledge, has pretty much always been a one man operation, especially recently.

I don't know that. I suggest that you just sit tight and wait for a staff member to come and look at this, they generally know more about whats going on.

Hapes is in limbo at the moment. There are rumblings going on with a few groups about its future, they're just waiting for Lup to get his bum back here so he can approve/comment/deny them.
If you just want to be a Hapan, go ahead. If it involves the government, you could try going ahead, but I'd wait.
