Actually, As far as we know, only R&Ding new upgrades are not allowed, as opposed to using existing approved upgrades.

And Coalition, there is a rule about not upgrading ships you already have. Only new ships can be built with new R&Ds they were not designed with. Regardless of what the assmunch might say.

It was re-approved because it had been origionally approved prior to the upgrade rule being created.
