I think you probably can, provided that someone who isn't banned at TGC can access your past history there.

Make a post in the appropriate Jedi Council forum. TRF is generally pretty good about alowing people to carry over ranks, but we do require you have the proper requisites accoridng to our rules (with the one month rule and such being waived, obviously).
Check the rules page for the requirements to reach your level... I assume they're still fairily close to TGC's.
