I guess it makes sense, why contract stuff like that out if you can do it yourself, for less?

Because Kas, the way the government works is that they need a product, for instance they need 100 tanks. So, the DOD sends its order to DCMA (Defense Contract Management Agency), the DCMA then finds everyone who builds tanks and announces its contract. The person who will cost the least gets the contract. And it works the same for every other facet of government spending.

No no, I mean here. The article said this group of developers will now begin doing stuff that the Government would normally have outsourced. Apparently they can do it cheaper this way. They can also develop more information sensitive simulations as well, since it's in-house rather than outsourced.

Well, you see, there was a big scandal in the 80's with the Bradley Fighting Vehicle, basically the outcome was that if you don't build it good enough for government approval, they'll destroy your company.
