True, before this merger i was told by Griff to stay with GC.So it should say GC-Fleet Officer.

Required are three active members apiece. Unfortunately, the Galactic Coalition does not seem to possess these members. According to this thread, they do not even have enough members to defend their own planets when one member is away.
Or do they have enough members to merge, just not enough to defend their worlds, as I am sure you will all argue? And the staff will eat it all up, no doubt. How amazingly @#%$ convenient.
