Req. Planets...

DS: 35 Planets needed to construct, 10 seems to low a number...

Sov: 15 Worlds... 7 is a bit low as well

Eclipse: 20 worlds... it was the most powerful 'ship' of the empire...

Which would put a DS out of range for any group currently other than TNO... I'm all for it...

I'm not sure about the Eclipse and Sovereign thing, but I don't think it's necessarily a bad idea to require a massive amount of territory to support DS construction. Maybe not 35, but 10 seems really small, nowadays.
