Is this a simple surrender, or a surrender post battle?
edit: Ok, it looks like an IC surrender without resistance, which is a pretty grey area on whether or not Kraken needs to generate the 5k words.

Falleen is being surendered, in exchange for Jutraal being "shifted" to the Union's control.
Kaine and I worked out an agreemnert, wheras the Union would obtain the meterage for Jutraal, to show its major influence on the planet, but political control would remain with the Empire (as no matter how powerful the Jutraalian Syndicate is, the Empire would never let Fearson's homeworld out of its grasp.)
He suggested the planet be listed under both the Empire and Union manifest, witha note in the Empire's stting political control only. Jutraal will be moved into the Black Sun Subgroup of the Union, which shall be renamed:
Black Sun/Jutraal Syndicate
Fallen will be moved wherever Kracken sees fit.
