Basically, the Coalition has a plan for defeating the Reavers, but it'll require a lot of muscle, so it's trying to put together a joint international task force. Regrad started that in Cataclysm with the Anti-Reaver Compact, but now Pro Moon (new Prime Minister) is sending representatives straight to faction capitals to try to secure more serious commitments.
I'm going to write up an overview of the plan soon, probably in my next Force Wars post, so everyone can see what I'm thinking then.
Also, while the overall goal of these delegations is to secure help in the fight against the Reavers, specific teams have their own regional goals, too. The Enclave delegation, for example, is somewhat concerned with the Enclave's aims toward Nimban (a Coalition world in Hutt Space).
