I'm back, and I'm better than ever...
Are these factions active or even useful anymore to devote forum space to in the groups section down below? I was just wondering if perhaps that space would be better used for those factions who need or could use such space but doesn't have it yet, ie, the Contegorian Confederation/Palestar Crusade, etc.

BDE does and doesn't, its complicated but hopefully soon to be resolved. Don't worry about it though, theres alot more forums out there than you or I can see. Not like theres a limit on them available.
