He took aeronautic engineering through collage, then joined the air force where he was given astronaut training but failed. He gathered the parts from Rocket graveyards, and the drama starts when the FBI catches his inquiries into obtaining rocket fuel, I'll leave it to you to watch the movie to figure out what happens...
