It depends on the faction. For example, TNO has many members, just not all are very active and I don't know the exact numbers, but I would estimate around 5-10. The Coalition also has a fair number of members (7 active or soon to be re-active right now) but these are the two largest groups in the galaxy and the ones competing for galactic domination (but in GC we call it galactic freedom and liberation and other lightside stuff).
There are other factions, such as the Union, which has less active members (I'm betting around 3). Vinda Corp has about 3 and I think the Caprician Regency also has about 3. However these are generally smaller group which aren't competing as much for control of the galaxy.
For starting a group most had around 3 members and if you get less than that you generally had problems staying very active.

i'd suggest having five active. we have about 7-10 semi-active in TSO.
