For some groups, that would require roughly two and a half million words worth or planets. Assuming you can do a 5000 word takeover every 5 days by the rules, it would take almost five months of solid writing to get caught up to date. During that time, if attacked by a group with a legal manifest (such as myself), their ships would not legally exist and they would be at the mercy of the attacking group and the staff.
