Actually, anyone can speak anything online, so long as they have a translator. That's where all the French and German on this board comes from.
Not necessarily. For example, Telan is a native of Germany, and I'm actually a German minor within my university. I believe there are a few others on the site who can speak languages aside from English with reasonable fluency.
