Well, let's see, who all has set up concentration camps in the past? The Japanese, for Chinese civilians, the Americans, for Japanese-Americans, the Germans, for various civilians of who people of the Jewish faith were a majority, the Russians and Soviets, for dissident bloc workers and citizens during the Cold Wars, and I think that about covers the major powers.
