Damein and I have a takeover of Barab I in the works, but I'm trying to get it changed to Bandomeer or Sereeno, since Barab I's too isolated to be a good capital. But we will need ships for a takeover, at least a cruiser or two.

Write the ships into your story. You don't need an R&D for that. Besides, it's hard to justify allowing your group to R&D stuff when you have no IC history at TRF yet. Lay the IC groundwork for your faction first.
Quite frankly, R&D'ing is a privilege here. And seeing 'Rebel and Kach' annoying spam all over the place puts doubt in our minds as to your abiilty to be responsible.
One just does not R&D any old ship they want and screw everyone else. There is a system in place that calls for common sense.
