Probaly at least he's smart enough to do that. But who's idea was it to make a Gungan council? A sith council fine, a jedi council fine, even a nutters council is better than a Gungan council. What nutter made a gungan council? And do they know that if Gungans had councils what whould hapen next??? Pigeon Councils???????? Whoever did that Gungan council had a screw loose.
