"There seems to be a misconception when it comes to smugglers and space pirates. The tales of Han Solo, Talon Karrde and other famous outlaws only serve to fuel the fire of these illegal activities.
"I continually hear reports of smuggling and piracy being conducted in Sovereign territory and I am commisioning several new patrol craft to put a stop to these criminal operations.
"I will state clearly to the citizens of the Sovereignty that I am going to put a stop to illegal smuggling and piracy, and if you are one of the aforementioned criminals, I suggest you stay away from the Outer-Rim Sovereignty. You are not welcome here."
