Mine would have my family and me all the way up top, on our own floor.
Then, on the floor beneath that i'd invite some freinds and some ORS/GC people.
THEN, on the third-to-the-top-floor i would invite the REST of TRF. Except maybe ahnk and gash... they could be far... far away, in a room orbiting far away from the inpartment... as i'd be worried tht they would murder everyone who attacked them.
On the next floor, people from my board... and other random people
The apartment would then have a T3 internet connection, and we would all get UBER-AMAZING COMPUTERS.
Then, on the floor beneath that i'd invite some freinds and some ORS/GC people.
