Well, seeing as these guys obviously didn't know about that rule, I say just make them redo the amount of days between the start and the takeover of the planet on the rule-breaking ships. Now if you'll excuse me I'm gonna go and dig a foxhole to avoid Ahnk's zero tolerance.

Logically now, if you could build ships without having the meterage for it, that would just be ridiculous. That's like circumventing the expansion process.
5000 words isn't that much to ask. Just capture another planet and you've got a whole bunch more meterage to work with.
