"But who are the people who did this crime?
They should be brought to justice at least. Are they all evil?"

The gungan thought about this, the people who who killed his parents were rioteers, they might not all have been evil. Some might have just been peacefully protesting. Frakutsk wasnt even there when it happened... "Well... I dun no" said the gungan, hesitently

A look of confusion played across Lupercus' face. He smiled warmly, gesturing for the young Gungan to join him at his booth.
"What about the Police? Did they arrest the rioters involved? Bring them to trial?"

The gungan sat down at Lupercus's booth, he realised how little he actualy knew about what happened, "Well, mesa think mebbe... well now i thinka bout it... wouldnt policers have to arrest da riots?" The gungan was slightly confused, but then he remembered why he came. "Do yousa no of any groupa evil fighter? mesa no want more people have to happen to them whata happen to me!"

As the gungan spoke Lupercus ordered him a fish cocktail and another ale for himself.
"The police might have, but if the riot was a genuine demonstration against the upper class control of the social order, then they were probably involved as well."
Leaving that topic at that, Lupercus listened as the gungan changed topics.
"Well, define evil? Evil as in the type of people who killed you're parents? Because, by definition i must admit i too fall into that category."
He paused allowing his words to sink in.
"My name is Lupercus. I am an exile from the Hapes Consortium. I was a political agitator."
He didn't know how the gungan would react, but he hoped it would have put his whole world up on its end.

The gungan took a while to respond, all the big words required some thinking over. but slowly, he started to speak, "Evil killy good people, yousa no killy good people mesa no think. Policers involved in riot? mesa no know, Mesa Fraktsk Deek, mesa from naboo." Frakutsk sipped his cocktail, he was thankfull the man had ordered him a drink, "thank yousa for this" he said.

As the gungan told him his name, Lupercus shook his hand. Or flipper.
"My pleasure."
He took a sip before continuing.
"I have killed before. In times of turmoil, we must defend ourselves. Now, whether or not the people i've killed are bad or good is up to interpretation."
He sat back now, trying to find a comfortable position in his seat.
"There was this one time, on Hapes, someone had tried to break into my home. He was trying to loot it in fact. Thats bad, right?
Well, in the scuffle when i discovered him, his blaster discharged, mortally wounding him, but it was my fault. He died. All in all, you'd think he got what was coming to him."
He paused now to allow the gungan to understand everything he said.
"But later i found something out. He was an ex theif who was being blackmailed into robbing me by an organised crime syndicate who held his son hostage. They killed the son when he didn't return on time."
He took a sip again, pausing to maintain a rythum in the conversation.
"Now, was he a bad person?"

Frakutsk really had to think about this question, it was bad to steal, but it was not bad to save your own son. If Frakutsk had to steal, in order to save someones life, he would. It was also bad to kill the theif, but the man did not know that the theif was stealing to save his son, and the man had not intentionaly killed him. So as far as the gungan could tell, the person who was doing something bad was the person who was holding the theif's son hostage. "No" said the gungan confisdently, "theify nota bad person. Hostage taker bad person."

"Thats what i thought."
Lupercus smiled, knowing he had confused the gungans logic.
"But thats not what the law thought. He, as a criminal, deserved to die, irregardless of the circumstances. He still committed a crime. The Law, the police, came to that conclusion."
He took a bigger swig now.
"So who is right? The law of the people, or you, the Jedi?"
