"Regent," Kris said to himself in a self satisfied voice, "I like that title. But all this beurocratic nonsense I don't like. When are we going to begin the takeover of Hydian space?"
"As soon as we've figured out just what planets we're going to take and just how we're going to take him."
"Well, I've got an idea."
"Yes, what is it?"
"Sir, what about Agamar?"
"There's nothing on Agamar, nothing except crops and farm machinery..."
He suddenly stopped.
"Exactly, Griz. Agamar is the most important Bread basket planet in the region, and controlling it and its exports would do a great deal in getting the surrounding systems to follow us. Importing enough food to feed all or even just part of a planet from the Galactic Core would be exceedingly expensive- not to mentino the fact the Empire would require them to join, simply to take advantage of their plight- so they would be forced to at leastlisten to us, if not capitulate immediately to the...? The what? What are we?"
"The True Empire," Griz replied, his thoughts distant.
"Yes, but, they'll be forced to capulate immediatly to the True Empire. With this sort of siege tactic, we could expand faster than any amount of military takeover would give us, and we wouldn't take anywhere near the losses a military takeover of the region would cost us."
"How well defended is this world, do you know that? I know you were there not to long ago, dropping off an intelligence detail with your Carrack Cruiser before you were promoted to Line Captain."
"That's the funny thing, Griz. The planet is almost defenseless. They, as in the planets government, state that they're neutral in all conflicts and accordingly do not need weapons. Of course, if someone weak warlord or similar scum took the planet in a pathetic attempt to dominate the Hydian Sector, the defense fleets of several dozen nearby planets would rush to Agamar to get their food source back before there reserves ran out and they starved. But against us, supposebly running under the Imperial Flag- they wouldn't' dare. Any pathetic effort to take the planet from us would be effortlessly squashed and they'd be forced to, as I stated earlier, to join the True Empire."
"And from there," Griz finished for him, "The entire Hydian Way is ours."
