We'll probably have to work out the more finer details of the whole planetary situation, but from what I gather, it's a matter of TSO claiming the planet, but allowing Beff to continue governing the populace; in return for giving TSO resources, and the like, which gives the entire deal a sense of: We'll let them do as they please within limitation, as long as they uphold their part of the deal, or until they start hindering our progress, at which point we'll take the planet away from them.
Whether or not this is seen as ownership needs to be decided, but for now I'm willing to simply leave the situation as an alliance affair.
