The key to this final phase of the operation was apperance as oppsed to real damage. Still, it had to appear like a huge amount of damage had occured, and it would. But compared to what could have been wrought, the scale would pale in comparison.
FYI: As I have written in the beginning of this thread, there is some footage (albeit news footage) of the burning fields. Otherwise, why go into the production of making something appear more damaged than it is if no one sees the damage to begin with.
What I would like to know is: in this footage, would it show Agro employees or some agencies trying to fight the "fires" or not? (or "appear" like they are fighting the fire)?

They would be seriously attempting to fight the fire, because they weren't in on the scam.
They wouldn't be Galactec people though, becasue they weren't hired at the time.
