Its actually Benicio Del Toro. The picture is from the movie "The Hunted" (1999, Benicio Del Toro, Tommy Lee Jones). The scene is in the beggining, in Kosovo. The whole orangish thing behind him is a blurry city in flames, and the black thing on the bottom right are some stones that he (Del Toro) is hiding behind.
