-Take planets
-Develope characters
-Establish an intelligence community
-Work on economy directly
-Build national unity by direct actions

How about instead of isolating the Azguards, you ask like delegates from all the factions to come to Azguard, and have a convention. Maybe do something like a Fleet week, where each respective goverment sends one of their unique warships to show off the spazz and all.
