Read the wikipedia article. The game sounds a lot like Galactic Civilizations II, only better.

My older sister's fiancee bought the game the other day and played it (Sins of a Solar Empire) and says that it is pretty fun. One notable feature is that when you let the AI play for you in battle it doesn't suck, that it is actually pretty efficent. Looks like an awesome game all around, kind of reminds me of homeworld from the space perspective.
