Milkshake does indeed fufill the requirements set down by the rules for activity. He has been posting on TRF (his Gungan Jedi thread), as well as on TGC where he has two training threads dating back to 9/10/03. There's also a thread there with Jan asking him what he wants to do. That thread meanders for awhile, and ends up with milkshake starting a takeover.
Judging by what I've seen, Milkshake does indeed meet the requirements for an active member.
