I don't have a problem with an unknown race. You will still have to rp details about the race (especially if other rp'ers are going to interact with this race) and why they want to crew an ISD for your guy, how he gets the thing repaired, etc..etc..
Your guy just cannot show up, say he's got an unknown alien crew and expect that to satisfy what we mean by:

If you can draft a realistic story for how you built/bought/pilferred the thing, and how you crew it, and upkeep it, then yeah, take it.
