I thought of that, too... but Syfo Dias was (apparantly) a high-ranking member of the Jedi Council. Since we know Sideous is Palpatine, how would he have pulled off sitting on the Council and being Senator of Naboo?
Unless he "died" some time before the events of TPM, and then 'Palpatine' showed up. But that too raises the question: wouldn't the Jedi have recognized him?

Actually, I think he was killed on the Outbound Flight project, and was a renowned friend of the Senator. Or was that someone else? I think it was him.
