Jan, Griff, since what I say is rather significant and I wish to get it out quickly, I will discuss it with you here.
1) Planetary takeovers are supposed to be none-violent. Maybe I didn't get my point across when I said this before, but when I said NO WARS that includes with NPCs. No fighting, no invading, no occupying, no tanks rolling through streets. I understand you might even be fighting totally foul or obvious enemies - like seperatist black-hands, and the like - but really, since as writers you can choose the nature of what goes into your story I want to see the combat fighting as little as is possible. I can't honestly ask you to rewrite thousands of words, but you best find a way to resolve the existing takeovers without instigating more war and violence, and I won't stand for anyone dragging the Coalition into any more fights.
2) Things change. Jan, I understand if you haven't been keeping up, but there is no ruling council any more. There is a house of representatives. Also, Joren, the governor would not be appointed so much as elected. The House meets in secret on Azguard for security reasons, and also because Regrad managed to wrangle the Priminesterial post after the redrafting of the constitution. This means that any plan to enter soverign space, the space belonging to the populations of the two planets in Ashes of Eden, for example, would probably involve some sort of diplomatic delegation first.
I don't want to be constrictive, but at the same time this is the NEW Coalition, and as such I wish it to remain within controlled parameters.
