Hi, your board now has one more annoying parasite :D. Just one question before I get started; it says in the newbie guide that characters control governments, is that the characters themselves or their governments?

Hey. Welcome to TRF, enjoy your stay! I'm sure some more experienced bods will come around at some point and explain properly.
I'm not totally sure I understand your question though, but if I'm reading it right...
One of the things characters CAN do is be in charge of a government.
Sometimes, a "government" is made up of many characters (i.e. different people in real life), who work together (The Galactic Coalition, for instance). Other times, as you said, a single character represents a whole planet and writes its response to everything, acting as its "President", "Prime Minister", etc - Hilter being one character that does that (I *think*). A third option is where the government and the character are separate: The New Order, for instance. The Emperor himself doesn't often get involved in active Role Plays as far as I know. More often, he is mentioned in the third person by peeps like Telan Desaria who say they act "in the name of the Emperor" or "in the name of the Empire".
Of course, just because this place is called The Rebel Faction doesn't mean you have to be involved in governing a faction. My character, Ithron, is a Sith Apprentice. He has no knowledge of, or interest in, galactic politics at this time.

Ithron is pretty correct in my opinion. Things can vary a lot in terms of government. We've had everything from pure democracies to despots to theoracies here at TRF.

The general idea is pretty simple. Everything is about your character. The more you develop your character, play it, groom it, and in general keep up with it, the more powerful it becomes. Governments and factions are treated as extensions of a character... governments with more RP's and TLC will be tougher and more robust than others.
Of course, it comes down to the writing. If you want to go gunning for someone's place in the Galaxy, all you have to do is out-write, out-plot and out-manouver them.
